The only timeline that we have is what we are focusing on for the next release, which is depicted by the status column on the main page of the wiki. That does not mean that plugins which are in development will make it into the next release, just that our focus is on those plugins and they are the most likely to land in the next release. We do not plan out further than that because the priorities are constantly changing.
As for refactoring existing plugins, we don't have a plan to refactor all plugins - only specific plugins. We don't have a planned release for the refactoring as they have not been prioritized high enough yet. We re-prioritize as resources become available by completing the plugins that we're currently focused on.
