That's a split button. We have some notes about it on the planning
page for our Buttons plugin: http://wiki.jqueryui.com/Buttons

There's a demo at 
http://jquery-ui.googlecode.com/svn/trunk/demos/button/splitbutton.html
that shows how this could work. The demos doesn't actually display a
menu because we don't have a menu plugin in jQuery UI yet (though
we're working on one). We do plan on building a split button plugin,
but we don't know when it will be available.
