Issue 1: permission to create dirs
For some reason, on a clean JRuby install I got an error in setup.rb claiming I did not have permissions to create /lib/ruby/gems/1.8 dir. I created it manually and there were no further issues.
Issue 2: "stuck" installing sources gem
I believe the sources gem installation is getting "stuck" only the first time through, and probably when installing the gemfile itself into lib/ruby/gems/1.8/cache dir. I cancelled the install, re-ran, and it was ok.
Issue 3: "stuck" installing file-based gem
I tried to install a gem for needle, and it gets stuck immediately after saying "Attempting local installation of 'C:\Home\needle-1.3.0.gem'"
I have not started to investigate any of these.
