There is a bug in the 1.3 hotspot that causes this.

Subject: JRun and JRE 1.3 Hotspot
Hello,
I have JRun 2.3.3 Patch 157 installed. I have been experimenting with
swapping out the JRE with version 1.3 using Hotspot. JRun runs fine with
this VM, however, when I run JRun as an NT service I noticed that the
service shuts down when I log off the machine using
Shut Down.Close all programs and log on as different user.
This only occurs when I replace the JRE. The standard install of JRun
works with this operation. If I just reboot the machine the service
starts correctly (it's set to automatically start).
Has anyone else noticed this behaviour?
Regards,
