Problem:
When trying to connect to a database, you may get the message ORA-1034:
"Oracle Not Available", or ORA-12505: "Listener could not resolve SID
given in connect descriptor". 

Work-around:
The database is not running on the server machine. A listener alone does
not provide a database connection; the database instance must also be
started.
