I have seen this behaviour on HPUX 11.00 too.
I am using JRun 3.0 and my JVM is 
HotSpot VM (1.0.1fcs, mixed mode, PA2.0 build 1.2.2.03-00/01/19-PA_RISC2.0)

But if I rewrite the web.xml for the newly added application, everything
works
nice.
