We have set the same flag so that the virtual size will be 50% of our
memory, but using the NT task manager we can see that it still grows beyond
the setting.
Is that expected?

Yes. In local.properties, you can edit the following entry:
# extra virtual machine args
user.javaargs=-Xmx128M
This example sets the Java heap to 128 MB. In the recent JVMs, the default
is 64MB. You can also pass this and other commands to the JVM via the JMC.
