I also experienced this problem and get around it by forcing Netscape to
reread the file from disk rather than cache.
I place the following at the top of my page and force it to be "expired".

<META HTTP-EQUIV="expires" CONTENT="Sun, 28 Dec 1997 09:32:45 GMT">

This always forces the page to expire and forces Netscape to retrieve it
from disk.

The draw backs to this approach are obvious, performance and the inability
to cache the page (i.e. return to it via the Back button).
