what you're looking for is JCE (the Sun Java Crypto Libraries)
Dependant on where you live in the world you will be able to download them
from java.sun.com
This will provide you with commercial grade security providers
If you do happen to live in a country that the US government deems as a risk
to allow strong crypto to be exported you need to search for a 'clean room'
implementation of the JCE libs ... sun provides links to some of these
implementations
