We had a reported bug (#26471) regarding this (on Windows only).  This was
observed in 3.0 and 3.1 and has just been fixed after 3.1 went out.  There
should be a patch available for this shortly. Here is a desription of the
problem:

If a classpath is over 2028 characters it repeats itself and terminates at
3064 characters.  This causes problems if you need to load an extrememly
long classpath.

The admin-err.log will echo the current classpath.  If you cut out the
"Current Classpath" in the admin-err.log to a DOS file and measure the size,
you'll see it's 3064 characters and by looking at it, that it does repeat
itself.

You can also note about 2038 characters into the classpath, it has the word
"classpath" before it repeats.
