I think I have the fix to the problem.  I posted the issue on the allaire 
support forum and rec'd the following response form tzimmerman:

It has to do with the way you entered your serial number. It is case 
sensitive and the alpha charachters need to be upper case. See KB 22225, 
"JRun Server 3.1: Pages Do Not Display in the JRun Management Console (JMC) 
after Installing JRun Server."
