Forgot to mention for class file use /SERVER-INF/classes directory instead.

As Roan said,  use servers/{your server}/SERVER-INF/lib instead of servers/{your 
server}/lib. I am pretty sure it should work.  That is the directory where you can put 
server level jar files.

Unfortunately that didn't work.
I am putting properties files in the lib directory for the server.
The reason is that I load different properties files for different servers.
What I am deploying is a WAR file.
