Zafif, 

Bottom line, you can't.  The ability to create a new web application, and
it's respective subdirectory structure and the web.xml file, as you could do
in JRUN 3.1, does not exist in JRUN 4.0.  

See my previous email to the listserver on this topic for the work around
that I came up with for our shop.
