Tried both without avail. I even restarted both servers..again, no
difference.

Thoughts?

can you raise pages on the individual instances? like the cfadmin tool
perhaps? foo.com:urinstanceportnumber/cfide/administrator. 

just for kicks reset IIS...use iisreset.
