I think you can use either J2SSH Maverick or opensource J2SSH API to do that.

J2SSH: http://sourceforge.net/projects/sshtools/Class com.sshtools.j2ssh.transport.publickey.SshPrivateKeyFile
seems to work for you:- First, use method parse(File) to read the SSHTOOLS
private key- Then, use method setFormat(SshPrivateKeyFormat, String) to export
the private key to new format (OpenSSH)

Do you want manual or automatic conversion? If manual
conversion is acceptable to you, you just import the ssh.com private keys
to PuTTYgen,
then export it to OpenSSH format.
