I'm the one who suggested creating the board report in the svn area, discussing the contents on the dev list, and once there's agreement, copying it over to the incubator wiki. This process works well in other projects. It's easy to filter the discussion. It's easy to find previous reports. It's easy to discuss what should be reported. It doesn't bother the incubator wiki subscribers with project discussions.

That said, I don't own the process. The project does. As mentor, my job is to make sure that the reports are filed on time and represent the consensus of the community.

So whatever you all want to do process-wise is fine. How to move forward:

1. Someone suggest the new process (one paragraph should do it) and propose a vote.

2. Vote to change the process. Majority wins.
