Thanks so much to everyone who responded. I'm definitely going to checkout oocss and LESS. To clear up two things. First, the example I originally provided was thrown together for this post. Second, I'm specifically applying this approach only to UI components that use sprite shifting. The dynamic rules position the background-image only.
