   The cloth that the uniform was made out of did not come from the
Federation.  It was widely traded by the Horata, Packlids, and the Ferengi,
which said nothing in particular as they traded quite a many things.  The
cloth was a natural product, actually grown and spun into cloth, *not*
manufactured or replicated.
