My interpretation of the GPL is that you can absolutely download GNUJSP and
use it on your site for free.  You can modify it and sell it, or even just
sell it unmodified, provided your derived product is released under the GPL
as well (in other words, allow others to sell your modified product).

As for GNUJSP, I don't know why you'd want to resell it anyway.  But you
should definitely be able to run a commercial site off it.
