I have seen similar problems with JRUN. JRUN cannot do nested LOOPS, nor
LOOP within INCLUDEIF nor INCLUDEIF within LOOP and I'm not surprised
that this doesn't work either. Sun's reference implementation of JSP
0.92 should work with these kind of things.
For the time being we've quit developing using JRUN and use Sun's
implementation.
