But I can state that the JSP 1.0 and the JSP 1.1 specifications are being developed using the same open process used by Sun for the development of many other Java specifications. That process has been recently updated and formalized into what is now called the Java Community Process (JCP); you can see more details at http://java.sun.com/aboutJava/standardization/jcp.html . The JCP process is what all new Java specifications will follow. Existing specification efforts (like JSP) will migrate to the JCP process as appropriate. We are still somewhat less formal than JCP but the big picture is the same: - A specification draft that is developed by a relatively small group of experts. The size of the group ensures the specification can be created "quickly". The composition of the group should be that the industry is well represented, both providers and consumers. - A set of participants that will provide early feedback on the specification draft. There are more participants but they are still bound by legal non-disclosure agreements; they provide the second line of validation for the soundness and applicability of the specification. - Public that will provide feedback on the specification. There are many of these :-). This is the final step for validation of the specification. As any other process, there are trade-offs but in our experience this works very well and delivers quality specifications quickly. Ideally the layering of the process means that most changes happen early in the cycle when there are fewer people involved; that has not been exactly true in the case of JSP 1.0 but we hope to be back on track. Applying this to the JSP 1.0 and JSP 1.1 process, here is where we are: - JSP 1.0 is going through public review. There should be an update to the spec in 2/3 weeks mostly with clarifications and corrections, and we will finalize it in about 2 weeks after that. - JSP 1.1 is going through expert design stage. There will be a public early draft of the specification by JavaOne.
