It would mean, for example, that you could put shared JSP components into a single
common file, just like you can put shared JavaScript stuff into a shared common
file and use it on multiple pages.

Section 2.8.3 of the JSP 1.0 spec says that the <%@ include
file="relativeURLspec" %> directive

    "is used to substitute text and/or code at JSP translation time".

This implies to me that the "before" translation time interpretation is correct,
and that JSP tags and directives in the included text will be processed exactly as
if they had been coded into the original page directly.
