At first glance, this looks like an XML question, not a JSP question. An
example from the XML standard:
<?xml version="1.0"?>
<!DOCTYPE greeting SYSTEM "hello.dtd">
<greeting>Hello, world!</greeting>
Where "hello.dtd" is the URI of a DTD file and greeting is the name of the
top-level element in the DTD.
