Was that JDK 1.1.7 or 1.1.8 on Windows?

I was having the same problem, running on JDK1.1. I got the 404's on Windows
(95
and NT 4) but it worked fine on Solaris (2.6). I tried it with JDK 1.2 on
Windows
and it's working now.
