hmmm ... are you using the latest jswdk which can be found at:
http://java.sun.com/products/jsp
follow the download links
also, are you running over jre 1.1.x (or jdk 1.1.x) on window 9x
or nt? if so, this sounds like a problem in the initial jsdk2.1 release
which has since been resolved.
