i'd bet it is a path issue as well.
you can better see the startup message by doing one
of two things. edit the startserver.bat and:
comment (rem) the start line and uncomment
(un'rem) the subsequent line
uncomment (un'rem) the last pause line
these options should display the startup output in
a singular window with which to provide more information
to work with.
if you are experiencing a path item, you might want
to search the archives
(http://archives.java.sun.com/archives/jsp-interest.html)
for a "how to increase env space on win 9x" type of message.
