The solution would be to use

<jsp:useBean id="pageGuard" scope="session" type="java.security.Guard"/>
and leave off the "class" attribute.

Unfortunately my JSP implementation has a bug and doesn't generate the
servlet code
correctly  when using the "type" attribute. But that is the topic I will
take to a different group.
