within the startserver.bat you can remove the "start" word
to see the startup log reported in the same window as the
shell with which you invoked startserver.bat. that should
give you a bit more info to work with.

i suspect, assuming your running on w9x, that your env
space has grown. if so, there are some notes in the jswdk
readme trouble shooting section that should help with this
problem.
