Steve,

You're using beta software and pre-release open source software and
having problems.  And you're surprised?  To use an analogy here, you're
trying to drive the car before it's rolled off the assembly line, and
you're only looking at free cars besides.

If you want a reliable JSP 1.0 implementation, why not try
ServletExec 2.2 (http://www.newatlanta.com/downloads.html) or
JRun (http://www.jrun.com).  They're commercial products, but
that just proves JSP isn't a "toy".
