I'm afraid '0.9x' isn't specific enough.

Because the 0.91 JSP specs supported the BEAN tag.
Subsequently, the 0.92 JSP specs (Oct 07 '98) replaced
the BEAN tag with the USEBEAN tag.

You seem to be working with JSP1.0,
while your code conforms to JSP specs 0.91.
