The JSDK, JSP, etc., are all standards, specifications, and public APIs. You
don't need any license to use them. You do need a license to use various
implementations of these technologies, though there are definately a good
collection of free versions avialable which you wouldn't have to license.

See the java.apache.org page for a good implementation of a free toolset.
You might also want to look at the commercial implementations from
Live Software, New Atlanta, and other people. There are free versions
of some of those as well, though the full fledged versions are commercial
products (and good ones too).

There's lots of free tools available for Java software developers who
prefer free software solutions.
