Umm, no, to be honest I have never heard of such a
thing.
It sounds as if you are referring to URL's, and I don't
believe anyone has proposed changing the way URL's are created. Changing
the & to a ; seems like a disastrous idea, and in no way shape or form could
possibly be linked to new standards for HTML, since URL's are defined by their
own RFC and have nothing to do with HTML.
Maybe you're confusing the way you are supposed to write
character entities in HTML or something? Care to give a link to whatever
it was that gave you this idea?
