IMHO the included portions *should not* be complete HTML pages, for the reason you
have described. Unfortunately (from the perspective of strict correctness),
current browsers are way too forgiving on this point, so they will probably render
the resulting combination in the manner that the developer expects, but you cannot
count on consistency between browser brands or even versions of the same browser on
this point.
The correct use of the "include" functionality in JSP is the same as for
server-side includes: to incorporate sets of HTML elements (not pages) that are
shared between pages.
