I am using forte from sun(beta) to edit JSPs.   It is a bit slow,
but it does do the color highlighting.   It doesn't do a graphics
version of the jsp.   It has one bug in the jsp viewing, if
the HTML comments are more than two dashes(i.e. ---), it does not
see the end of the comment.   All you have to do is change them all
to two dashes.
