    I just had the same problem ...
    But, after using the ApacheModuleJServ.dll from ApacheJServ-1_1b3.exe,
    the apache + tomcat works fine!
    ApacheJServ-1_1b3.exe can be downloaded from
    http://java.apache.org/jserv/dist/ApacheJServ-1.1b3.exe
