Tomcat 3.0 doesn't implement URL rewriting, but it's on the feature list
for an upcoming 3.1 release.

Our LiteWebServer supports Servlet 2.2, including URL rewriting, and bundles
a copy of Tomcat's JSP 1.1 container. You can use it pretty much any way
you like free of charge (we only charge if you like premium support, want
to bundle it with your application, or get access to the source).
See <http://www.gefionsoftware.com/LiteWebServer/> for details.
