In tomcat, you set the welcome page in the etc/web.xml file.  I believe the
default version of this file is already set up to use index.jsp....

Its a "welcome page" problem.
I don't remember how to set it with JSWDK, it probably in a properties.file

BTW you may want to switch to Tomcat that is the next generation (servlet
2.2 and JSP 1.1)
