Are you sure the computer the browser is installed on has access to the
font's needed to
display the SJIS encoding.  I had to install MS Mincho (though I understand
MS Gothic is
another option) and change the font setting on both netscape and IE in order
for the
characters to be actually displayed.  (The encoding is fine, but the browser
has no
characters actually mapped to those codes in the fonts that it is using.)
