In a word, yes.  You should be able to infer that from the fact that a
compiled JSP is a servlet, plain and simple.

Note that when JRun 2.3 came out, there was no such thing as a web
application, war file, tag lib. or anything like that.  In fact, JSP was
just a public draft; a twinkle in Sun's eye.
