I worked through that article without any problems. Although I am running VA Java 2.0 Enterprise. I'm a newbee to Java, JSP and Servlets but I have seen many references to an environment variable called "CLASSPATH" from both the JSP and Servlet Interest list servers. Maybe your CLASSPATH variable isn't set right. The System Variable CLASSPATH on my NT Workstation is set to "C:\IBMVJava\eab\runtime20;C:\IBMVJava\eab\runtime;C:\IBMVJava\eab\runtime20 \jdebug.jar;" without the double quotes. Hope this helps.
