You might want to try UltraEdit since it has a pluggable syntax editor
(www.ultraedit.com). It's the best text editor I've seen for Windows -- it's
kind of like my 'BBEdit' replacement from my Mac days (though it doesn't do
function popups). I understand there is a JSP syntax colouring library but I
couldn't work out how to extend it easily.
