It's possible that a file that is beeing included, do another include?

I have this

File one.jsp:
                .
                .
                .
        <%@ include file="two.jsp"%>
                .
                .
                .

File two.jsp:
                .
                .
                .
        <%@ include file="three.jsp"%>
                .
                .
                .


But the file three.jsp is not beeing included.
