Scott,
I think this is a bug.  You have you create empty folders in your filesystem
in
\IBMVJava\ide\project_resources\IBM Websphere Test Environment for the
imported packages.

so like a folder for "com", a folder underneath that for "ibm", etc.
likewise a folder "javax", etc, etc, etc,
