Yes.   If order did not matter then  |  would be used in the DTD.

eg.
<!ELEMENT my-element (required-element, (sub-element | sub-element-two |
sub-element-three)* )>

None of the J2EE DTDs  use |.  I guess this was a style choice to favour how
easy it
is to parse the descriptors over how easy it is to write them manually.
