The problem is with MS-DOS and not TOMCAT....

Try this command in the CONFIG.SYS file:

SHELL=C:\WINDOWS\COMMAND\COMMAND.COM /E:2048

Where 2048 is the "Environment Space" lenght. This is my tipical number.
