Do you mean write a new Web server in Java? Perhaps you should
look on the Tomcat-Dev list. While Tomcat in its current form is not
a complete Web server, there are the parts for it.

Or you could look at the W3C Jigsaw project.

Besides the many O'Reilly books, you might want to look at
Professional Java Server Programming (the 2nd edition will be out
next month, or you can still purchase the existing edition)
