you can't, what u can do is create and test servlets.
A jsp page is just a text page wich is translated in a servlet and then
compiled by a web server extention. For instance tomcat, resin, websphere
application server.
If u are familiar with IBM's tools I heard people using websphere Studio
that allows you to build jsp pages and compile them. I tried it
but the set up was too long and complicated. I just did not like it.
