Two things :
a) See to it that you import the java.util.* package, eg.
<%@ page import = "java.util.*" %>
b) You need to first instantiate the Hashtable object in your case as
follows:
<%! Hashtable hash_state = new Hashtable(); %>
<% hash_state.put("AK", "Alaska"); %>
