If you are using tomcat then just go to web.xml of your web_inf directory
and there is a entry like
    <taglib>
        <taglib-uri>
    http://java.apache.org/tomcat/examples-taglib
        </taglib-uri>
        <taglib-location>
           /WEB-INF/jsp/example-taglib.tld
        </taglib-location>
    </taglib>
there you can add your new taglib uri with your own tld.
in this .tld file you can specify your tag classes
for more info. go to example-taglib.tld of example web
