IBM's NetObjects ScriptBuilder is another tool but I think not a free
download.
Is Forte for free download!

I have used both dreamweaver 3.0 and homesite 4.5.1
Homesite is better suited for JSP. I also use forte as a JSP editor.
Honestly I use both Forte and Homesite for my JSP editing. I used Homesite
for when I am editing my web site. However, since I spend alot of time
building Java Beans , I build my beans from Forte, and when Forte is open,
instead of opening Homesite, I just edit my JSP pages straight from the
Forte editor.
The JSP tools are still in earlier development and from all I have seen.
There is no killer APP or IDE for JSP yet.
